2025 was a defining year for housing in New York City and for Meltzer/Mandl. As City of Yes moved from legislation to real projects, our work focused on helping clients turn new zoning opportunities into buildable, financeable developments.


Throughout the year, we partnered with owners, developers, and public agencies to apply City of Yes in real world conditions. By clarifying zoning pathways and identifying as-of-right opportunities, we unlocked more than 250,000 square feet of additional development capacity and over 250 new housing units, including 150+ units aligned with HPD financing. For our clients, this meant clearer options, fewer discretionary hurdles, and a more direct path from site analysis to construction.
